Chile Online Gambling Licence — 2026
There is no Chilean online gambling licence. The casino statute says in terms that an operating permit never covers online games of chance, the Supreme Court has held online gambling unlawful without express authorisation, and the bill that would change it is still in the Senate.

There is no Chilean online gambling licence. That is not an observation about a gap in the rules; it is what the statute says. Ley N° 19.995, which governs casinos, provides in art. 5 that games of chance under that law may only be authorised and conducted in casinos covered by an operating permit, and then adds: "En ningún caso el permiso de operación comprenderá juegos de azar en línea." In no case shall the operating permit cover online games of chance.
So a Chilean casino permit is not authority for online play, and no other instrument grants one. Any page presenting a Chilean online licence, or building one out of the land-based permit process, has misread the only statute in point.
A bill would change that. Boletín N° 14.838-03 has been before Congress since March 2022 and has passed one chamber. It is not law, and the distinction between what it proposes and what is in force is the whole of what an operator needs from this page.

What the statute actually says
Ley N° 19.995 sets the general framework for authorising, operating and supervising casinos de juego. Art. 1 fixes that scope. Art. 3 defines juegos de azar as games whose outcome depends essentially on chance, listed in the regulation and recorded in the catálogo de juegos. Art. 5 is the operative provision for our purposes: licensed games may only be authorised and conducted in casinos covered by the corresponding operating permit, they must be operated directly by the permit holder with any transfer, lease or assignment prohibited, and in no case does the operating permit cover online games of chance. Art. 17 restricts permits to closed corporations incorporated in Chile whose corporate purpose is operating a casino, and the statute caps operating permits at 24. Read together, the land-based regime is closed, capped, personal to the holder, and explicitly not a route to online operation.
Where the bill actually is
Boletín N° 14.838-03, which would regulate online betting platforms, entered the Chamber of Deputies on 7 March 2022. The Chamber approved it and sent it to the Senate on 12 December 2023. The Senate approved it in general on 13 August 2025 and set a deadline for indicaciones, which is the point at which the detail gets argued rather than settled. The particular discussion continues in the joint Economy and Finance committees. On 6 May 2026 the government flagged suma urgencia, the highest grade of urgency in the Chilean system, and that is the last step recorded on the Chamber tramitación table. Note what is absent from the record: no oficio de ley to the Executive, no Constitutional Court step, no promulgation, no law number. Those are the entries that would appear if this had become law. Anyone telling you the Chilean regime is weeks away should be asked what has actually happened since 6 May 2026.
The position today: unlawful, blocked, and taxed
The Corte Suprema has held that offering online gambling in Chile is unlawful absent express legal authorisation, in rulings reported in September 2023 and in Rol N° 18.080-2025 of 29 September 2025, with a compliance order reported that November. Only Lotería de Concepción, Polla Chilena de Beneficencia and Teletrak operate online, under their own statutory authority, which is why their presence is not evidence that a private market is permitted. Enforcement runs through the network rather than the courtroom: after litigation in the first half of 2026 in which an appellate court granted relief and the Supreme Court reversed, DNS blocking was validated on 7 August 2026 and Subtel ordered 42 sites blocked on 1 September 2026. Operators are reported to have stood up replacement mirror domains the following day, which tells you how much the measure achieves. We found no enforcement action against a specifically named operator. Alongside all of this, the tax authority brought foreign digital platforms into VAT registration under Resolución Exenta N° 69 of 2 June 2026; 39 gambling operators are reported to have registered, with a first payment reported near USD 100 million due in October 2026. The SII says that registering and paying does not legalise the activity, and the arrangement is being challenged before the Contraloría. A state that blocks an activity, calls it unlawful and invoices it in the same year is not a stable basis for a business plan.
How to read anyone selling you a Chilean licence
We surveyed sixteen pages competing on this question in September 2026 and the market is more honest than the offshore clusters: eleven describe the bill correctly as a bill, two state plainly that no online regime exists, two are ambiguous, one of them implies a licence can be obtained, and none actually offers to sell one. There is no vendor market for a Chilean licence because there is nothing to sell. The failure mode that does exist is mechanical rather than dishonest: a per-country template applied to every jurisdiction, which reaches for the land-based casino permit process because that is the only licensing framework Chile has, and presents it as though it licensed online play. Art. 5 is the answer to that page. If a document is offered to you as a Chilean online gambling licence, ask which law creates it and which authority issues it, because on the current statute book neither exists.

Capital requirements
Not applicable to online gambling, since no licence exists. For land-based casinos, Ley 19.995 art. 17 requires a closed corporation incorporated in Chile whose corporate purpose is operating a casino, subject to the control rules applying to open corporations.
Player protection
No online regime, so no online player-protection framework. Lotería de Concepción, Polla Chilena de Beneficencia and Teletrak operate online under their own statutory authority. Players using offshore sites are outside any Chilean licensing protection, and 42 such sites were ordered blocked on 1 September 2026.
Banking & payment processing
No licensed online market means no domestic licensed payment arrangements. The tax authority has, separately, brought foreign digital platforms into VAT registration, which creates a tax relationship without creating a licence.
B2B vs B2C licensing

How it compares
Versus Peru and Colombia: both regulate online gambling nationally and issue authorisations; Chile does neither, so it is not an alternative to them but a market nobody can lawfully serve.
