Provisional Measure 1,394 prohibits operating, offering, intermediating and advertising fixed-odds betting and online casino games in Brazil, including from abroad. Sites go offline ten days after publication and every Law 14.790 authorisation ends thirty days after it, with no refund of the BRL 30 million fee.
Resolución IPLyC 1149/26 obliges the province's seven licensed operators to withhold 2% on prizes from online slots and other immediate-resolution games, jackpots included and the wager excluded. It is not a gaming revenue tax and does not reach sports betting. The enabling provision permits a band of 1% to 3%, so the rate can move without new legislation.
Only SPA-authorised operators on the dedicated .bet.br domain were permitted to offer fixed-odds betting and online gaming to Brazilian players, marking the start of the legal market and the wind-down of the previously tolerated grey-market period.
