Curaçao Gaming Licence Cost 2026: Every Fee in the LOK, and When It Is Due

Curaçao sets its licence fees in the statute, article by article. EUR 4,592 to apply, then EUR 47,450 a year for a B2C licence, split between the regulator and the Treasury. The first bill is due fourteen days after the grant.

A Curaçao gaming licence costs EUR 4,592 to apply, plus EUR 150 for each beneficial owner, and then EUR 47,450 a year for a B2C licence — EUR 22,960 to the Curaçao Gaming Authority and EUR 24,490 to the National Treasury — or EUR 24,490 a year for a B2B supplier licence, under Articles 5.18 and 5.19 of the LOK.

Every fee in the law

Curaçao writes its licence fees into the statute. Articles 5.18 and 5.19 of the National Ordinance on Games of Chance (LOK) list them, and the Curaçao Gaming Authority’s fee schedule of 15 October 2025 repeats them almost exactly.

A B2C licence therefore costs EUR 47,450 a year, paid as two invoices to two bodies. A B2B supplier licence costs EUR 24,490 a year and pays nothing to the Treasury.

Where the CGA schedule and the statute differ

The CGA’s schedule and the LOK disagree in two places. For a supplier licence the schedule charges EUR 150 per Qualified Interest holder, while Article 5.18(2) sets EUR 128. The schedule also leaves out the EUR 13 per-game fee in Article 5.18(4). The schedule’s own closing notice says that where it and the LOK differ, the LOK prevails, so the table above follows the statute.

What a first year actually costs

The annual fee is not charged in full in the year of the grant. Article 6.1(3) makes it payable within fourteen days of the CGA’s notice of grant, pro rata over the days left in that year, and then by 15 January of each following year.

Take a B2C applicant with two beneficial owners, one Qualified Interest holder who is not an owner, and one domain, granted on 1 July 2026:

The pro-rata line depends on how the grant day itself is counted, so treat it as accurate to a day’s fee. A licence granted on 1 January would pay the full EUR 47,450 in its first year, which is where the figure of about EUR 52,000 for year one comes from. The same applicant on a B2B supplier licence, with no domain fee, would pay EUR 66,346 over three years.

The fee is not the cost

The LOK prices the licence but not the organisation it requires. Article 5.12 obliges a licence holder to employ, full time, at least one Key Person besides the managing director who appears in the Curaçao Population Register, rising to three from 24 December 2028, and to hold premises in Curaçao used only for the licensed business. Article 5.1(4) separately requires the company to be managed by a Curaçao resident. Supplier licences carry the same Key Person and premises rule.

When you pay, and what happens if you don’t

The application fee is invoiced when the application is filed, and the CGA does not start processing until it is paid. After approval, the licence is not formally granted until the annual-fee invoices are paid.

The CGA’s collection policy sets the timetable for an unpaid annual fee:

For an approved application not yet paid, day 57 revokes the approval and rejects the application. Fees are non-refundable, and if a licence is revoked, the fee for the period it covers remains payable.

What can change

Every amount in Articles 5.18 and 5.19 can be modified by national decree. Article 5.19 also lets the annual fee be indexed each January to the consumer price index for the year to August. A figure quoted for 2026 is not guaranteed for 2027.

Pitfalls and nuances

1 Budgeting from a single annual figure in guilders

Figures still in circulation include a single ANG 120,000 annual fee, about EUR 61,700. The LOK sets the fees in euros: EUR 22,960 to the CGA and EUR 24,490 to the Treasury for B2C, EUR 24,490 for B2B.

2 Stopping at the fee table

Article 5.12 requires full-time Key Persons on the Curaçao Population Register besides the managing director — one now, three from 24 December 2028 — and dedicated local premises. The law prices none of that, and it usually outweighs the fees.

3 Using the CGA schedule where it differs from the statute

For a supplier licence the CGA schedule charges EUR 150 per Qualified Interest holder; Article 5.18(2) says EUR 128. The schedule also omits the EUR 13 per-game fee in Article 5.18(4). The CGA's own notice says the LOK prevails.

4 Missing the fourteen-day window

The licence is not formally granted until the first invoice is paid. An approval left unpaid for 57 days is revoked and the application rejected.
