National Revenue Agency (Bulgaria) (NRA)
Bulgaria's gambling regulator since 2020, when the National Revenue Agency absorbed the State Commission on Gambling: licences, supervision, site blocking and the state fee.
Definition
The National Revenue Agency (Национална агенция за приходите) licenses and supervises gambling in Bulgaria. Every game and activity on Bulgarian territory may be organised only under a licence issued by the Agency's executive director or an authorised deputy (art. 3(1) of the Gambling Act), a function transferred from the State Commission on Gambling by the amendments in State Gazette issue 69 of 2020. The Agency issues and renews licences, receives the monthly state-fee declarations, maintains the public registers, identifies unlicensed gambling websites and asks the courts for blocking orders. From 1 August 2026 it also licenses and supervises affiliate operators and may order the blocking of their websites, apps, social-media profiles and streaming channels (art. 22(1)(9a)). Gambling policy and the drafting of the Act sit with the Ministry of Finance.
