Definition

PAGCOR is the Philippine Amusement and Gaming Corporation, the state regulator that also runs casinos. Online play reaches players in the Philippines through PAGCOR-licensed gaming venue operators and PAGCOR-accredited Gaming System Administrators, which pay a share of gross gaming revenue (30% for electronic casino games, plus a 10% audit fee on the share) and, since 1 July 2026, a monthly minimum guaranteed fee. All offshore (POGO) and internet gaming licences were cancelled effective 15 December 2024, and Republic Act 12312 of October 2025 made offshore gaming a crime.
