SPA (Secretaria de Prêmios e Apostas) is the Brazilian Ministry of Finance agency administering the regulated online gambling framework under Law 14.790/2023. Effective 1 January 2025, the framework grants five-year licences at BRL 30M (~USD 5.5M) authorisation fee. Over 70 operators licensed by mid-2025.
