Definition
Under OUG 77/2009 art. 20(6) and the annex, every business supplying a Romanian licensed operator needs a Class 2 licence from the ONJN: platform management and hosting providers, gambling software producers and distributors, payment processors, affiliates, certifiers, auditors and conformity-assessment bodies. The licence tax is EUR 20,000 a year per category and the licence runs 10 years, with an annual responsible-gambling contribution of EUR 15,000 (applied per licence in practice) and adviser-reported administrative fees of EUR 3,500 plus EUR 10,500 per application. No Romanian permanent establishment or guarantee is required. Since Law 141/2025 (1 August 2025) Class 2 licensees may not serve any operator offering gambling to Romania without a Class 1 licence, must run their own player geolocation, and software, platform and payment licensees report monthly to the ONJN on blocked players and unlicensed platforms.
