Definition

The Oficiul Național pentru Jocuri de Noroc (ONJN) licenses and supervises gambling in Romania under OUG 77/2009. Its Supervisory Committee grants 10-year organisation licences (Class 1 for remote operators with a direct player contract, EUR 300,000 a year; Class 2 for platform, software, payment, affiliate, certification and audit providers, EUR 20,000 a year per category) and annual exploitation authorisations, and must decide within 30 days of a complete file. Since 1 August 2025 (Law 141/2025) the online authorisation tax is 30% of gambling revenue with a EUR 480,000 minimum; Class 1 licensees also pay a EUR 500,000 responsible-gambling contribution, a 2% monthly tax on deposits (OUG 114/2018) and hold a EUR 2,000,000 guarantee (EUR 5,000,000 for online casino). The ONJN keeps the public register of licensees and the blacklist of unlicensed sites, which Class 2 licensees must block. OUG 7/2026 added a local council authorisation for physical venues; online rules were not changed.
