Licencia general (Spain) (General licence)
Spain's umbrella online licence per gambling category (betting, other games, contests): 10 years, EUR 2m guarantee, available only inside a DGOJ call.
Definition
Under Ley 13/2011 an operator needs one general licence per category it wants to sell (apuestas, otros juegos, concursos) and then a singular licence for each game type inside that category (RD 1614/2011 art. 7). General licences are granted only under a pliego de bases approved by ministerial order; three calls have been held (2011, 2014 and 17 December 2017 to 17 December 2018) and none since. Requirements: a sociedad anónima or EEA equivalent with gaming as sole object, a permanent representative in Spain, a EUR 2,000,000 guarantee per general licence during the initial period (EUR 2,600,000 from 1 January 2027 under RD 520/2026), the tasas of art. 49 and a certified gaming system. The DGOJ decides within six months of registry entry; silence counts as approval. A licence cannot be assigned, so between calls the route into the market is buying a licensed company.
