Mexico's gambling permit authority inside the Interior Ministry; permits go only to Mexican companies, one per establishment, 1-15 years, with internet betting as an extension of the permit.
Definition
The Dirección General de Juegos y Sorteos of the Secretaría de Gobernación (SEGOB) authorises, controls and supervises games with bets and draws under the Ley Federal de Juegos y Sorteos (1947) and its Reglamento (2004, last reformed 16 November 2023). Permits for centros de apuestas remotas and salas de sorteos de números go only to Mexican sociedades mercantiles, one per establishment, for one to fifteen years; they are non-transferable, and since November 2023 cannot be run by a third-party operador. Internet betting exists only as an extension of an establishment's permit through a SEGOB-approved control system (arts. 85-86). Fees are aprovechamientos authorised yearly by the SHCP; the federal IEPS on bets less prizes is 50% from 1 January 2026. New permits are rarely granted; in July 2026 the DGJS suspended ten online domains while updating its register, which listed 136 authorised betting sites, about two thirds active.
