Definition
The Dirección General de Ordenación del Juego (DGOJ), now under the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda, regulates state-level online gambling under Ley 13/2011. General licences (betting, other games, contests; 10 years, renewable) are granted only inside a call approved by ministerial order; the third and latest call ran from 17 December 2017 to 17 December 2018. Singular licences per game type (1-5 years) can be requested at any time by a general licensee. Operators pay a EUR 10,000 tasa per licence, at least EUR 38,000 for the technical conformity report, EUR 2,500 registration, a 0.075% levy on stakes and 20% gaming tax on net income (10% in Ceuta and Melilla). Royal Decree 958/2020 limits audiovisual advertising to 01:00-05:00; the Supreme Court annulled its welcome-bonus, celebrity and blanket social-media bans on 2 April 2024. Royal Decree 520/2026 adds joint cross-operator deposit limits from 25 March 2027.
